How to connect with others in my area/resources for pushing an idea past the theoretical stage? entrepreneur how earn by blogging blog

I guess I'm asking how to meet people that I might connect with on a business idea that isn't remote? I never went to business school, I'm a college dropout actually, have/had a career but hate it, so this is kind of the equivalent of leaving the nun convent in my 30's and trying to learn how to date or something. I'll take dating advice, too, if anyone's got some...

Anyway, what I have is an idea for a web app and service based business connected to the travel industry, some basic inside knowledge of the workings of the travel industry and possible connections with providers in said industry, and a domain name. I also have junior-level web development skills, but nothing ever having made it to production level. I'd have about $3k to put towards this venture in the earliest days if I met the right person and we went for it. I also intend to research and make use of cryptocurrencies and smart contracts if it can be shown to be appropriate and secure.

I live in the North Bay area of California, and I can go as far as East Bay/SF to meet with folks (I know a lot of people on Reddit in general are in this area).

Does what I'm asking make sense? Is there a meetup that's appropriate for someone like me (not your standard tech biz guy or angel or whatever), or something else I'm missing? The SBA in my town has been hard to get ahold of/confusing to navigate, as well.
