SEO Keywords in different states/cities earn by blogging adsense income

I have a business that I have the ability to work with anyone natonwide. For my website, can I target a keyword like "San Francisco Web designer" or "Chicago Web designer" when I don't live in any of those cities/states? Will this hurt my rankings if I do this? I don't want to target just one state for my keywords, I want to target a wide variety of them so I can potentially get more sales/clients. Thanks!
