Reasonable price for localized business SEO? earn by blogging adsense income

I've got the dreaded question from a family member about helping a friend of theirs with optimizing their local business for SEO.

It's facials and skincare. AdWords could be a good option because there's limited competitors there, but organically they're not even on the Top 3 pages yet.

Any ideas on pricing and/or recommendations for a reasonable rate?
