Noob question: How do you know what has SEO value? earn by blogging adsense income

I'm a complete noob at this and I hear people say "this has SEO value," "this doesn't have SEO value," for ex. I was watching a tutorial and the guy talked about repeating the keyword you want to rank for in the meta description of a Wordpress page and he said "...not that this has any SEO value any more..."

My question is, how do you know what does and doesn't? Does Google make it's algorithm public?
